01 · What is this set

Two colours, two kingdoms

Kingdoms of Intrigue (謀略の王国, OP-04) is the Japanese One Piece Card Game booster pack released on 27 May 2023. A pack holds 6 cards. The official list counts 124 types plus one DON!! card.

The 119 numbered cards break down into 6 Leaders, 45 Commons, 30 Uncommons, 26 Rares, 10 Super Rares and 2 Secret Rares — Nefeltari Vivi and Donquixote Rosinante. On top of those sit 5 special cards, and 25 parallel prints run through the set. What you buy here is the Japanese print, in the Japanese box.

02 · The story

“Every Leader is a multicolor card!”

That is the official product page’s own heading, and it is the one thing that separates this set from the three before it. All six Leaders are two-coloured, each in a combination the game had not used before: Nefeltari Vivi in red/blue, Donquixote Doflamingo in green/purple, Issho in green/black, Rebecca in blue/black, Queen in blue/yellow and Crocodile in purple/yellow. Carddass adds that the set is built to pair with the Starter Decks around it, ST-08 and ST-09 among them.

The characters come from two arcs at once — Alabasta and Dressrosa — which is why Vivi, Pell and Ms. All Sunday sit in the same pack as Sugar, Diamante, Trebol and Kyros. Every Leader has one alternate-art parallel, and 25 parallel prints run through the set in total. Sabo (OP04-083) is the one card with two of them, one on a blue background and one drawn in manga style. The five special cards carry numbers from earlier products rather than OP04 numbers.

Is this the Japanese or the English set?
Japanese. Kingdoms of Intrigue (OP-04) is the Japanese booster pack released on 27 May 2023. The English edition followed on 22 September 2023 with the same card numbers.
What are the Secret Rares?
Two: Nefeltari Vivi (OP04-118) and Donquixote Rosinante (OP04-119). Each of them also exists as a parallel print.
What are the five special cards?
They carry numbers from earlier products, not OP04 numbers: Trafalgar Law (OP01-047), Boa Hancock (OP01-078), Edward.Newgate (OP02-004), Magellan (OP02-085) and Sakazuki (OP02-099).
Why is every Leader two-coloured?
It is the stated concept of the set. The official page’s heading reads “Every Leader is a multicolor card!”, and all six — Nefeltari Vivi, Donquixote Doflamingo, Issho, Rebecca, Queen and Crocodile — arrive in colour combinations the game had not used before.
